Impeachment?

Can someone explain to me why the wiretapping, on top of *all* the other crap that’s come to light recently, isn’t so obviously grounds for impeachment that proceedings haven’t *already* started?

    As we heard twelve billion times during the Lewinsky Affaire, impeachment is a political process, not a legal process. The GOP controls the legislative branch, the executive branch and the judicial branch (arguably). They control the justice department. They control everything. Bush won’t get impeached until that changes.

    Well, then, at what point do standard legal proceedings begin? I mean, he’s confessed to numerous felonies, at this point. Can he simply be thrown in jail?

    (yes, I realize that the likelihood of that is zero – but I don’t understand *why* the law doesn’t appear to apply to him.)
